IIAD offers admission to various courses on the basis of entrance. Candidates must secure a minimum aggregate of 50% in Class 10 and Class 12 in any stream (Science, Commerce, Humanities/Arts). Yes, FIIB Delhi offers an FPM among its Doctoral programmes. An FPM, or Fellow Programme in Management, is offered in the full-time mode at the institute. It is a three-year programme (minimum duration). It includes 12 months of mandatory coursework. As per the institute, the expected commitment to institutional activities in about ten hours per week. From what I know, colleges in DU are the most affordable. In 2019, the mist expensive DU colleges were SRCC and St. Stephen's which costed around 30k per year. Hindu and Hansraj were around half of that. So yes you can consider Delhi University if you are considering affordable and reputed colleges.
