To join The Progress Junior College, a minimum qualification is that you should have passed your Class 10th (SSC or others) in a government recognised board. The procedure of applying is generally to download the application form online (i.e., theprogressinstitutions.in) or physically through the college office. You will have to provide a properly filled form, documents needed such as mark sheet, ID proof and photographs and submit it along with application fee. While 930 is excellent, fee concessions depend on state/college policies, not just board marks. You may qualify under merit or income-based schemes, but you'll need to confirm specific eligibility rules with the institution you're applying to.
