Hi Muskan,
Sorry to say, but you can't get admission in this college with 69.99 percentile in JEE Mains exam. This is a government college. So all the seats are occupied by the top scorers. You can apply for private colleges like Amity University, Sharda University, Lovely Professional University, Galgotia University etc.

Hello, It totally depends upon the counseling and your rank. If your rank satisfy the tuition fee wavier rank then you will get if your higher marks student apply for tuition fee waiver then they will get this.
But with less than 40 marks I don't think that you will get tuition fee waiver here.

Use the college predictor tool, if the college is mentioned by the tool then you can surely get admission in that college as prediction is quite difficult.

You cannot leave any integrated courses halfway, if you do you will end up with nothing. If you take up a course either you have to complete it or drop it, there is nothing like you complete half and get UG certificate.

Yes, there is always an option of dropping out of your on going course . There is no boundation in any course but furthermore you won't get your degree and you have to request the college to give you your documents which you should have had submitted during admission.
