As per the NIOS notification no. 19/2020 dated 10 July 2020. the Secondary (10th) and Sr. Secondary exam (12th) rescheduled to be commence from 17 July 2020 and further postponed. Now stand cancelled. Now the assessment will be based on the past performance in four subjects. So from above NIOS board

Yes you can get the best NITs or even IITs also after obtaining good rank in JEE Main and JEE Advanced exams. The basic eligibility criteria for admission in NITs and IITs is given below. Eligibility criteria :

No you can not get MNIT Jaipur. The eligibility criteria of MNIT Jaipur is given below.
Eligibility criteria : 10+2 with minimum 75% of aggregate marks with PCM or should in top 20 percentile of respective board. 65% aggregate marks for SC/ST.
