Yes, you can do post-graduation in M.Sc botany as a regular student. You can take admission in any college or university. Just go and fill their application form.

I don't know much about UPTU.
But if you have been called on the first day of counselling, chances are in your favour and you can get CSE as the seats are over by the second counselling day.
