There is always some chance. Do apply, then see what happens next. Looking at the previous cut-off it looks difficult for you but you know, you can hope for the best.

You are eligible to apply. Looking at your marks I think there's a good chance that you might get a seat. Dropping year is part of life. Not a problem at all.
