A course is said to be completed only and only when all the subjects are cleared. You are saying that you have arrears of 15 subjects. This means you have not completed your engineering perhaps you have completed 4 years in engineering college but that is a different story. The only solution that you have presently is to approach your college once again, I am request them to allow you to appear for the examination and clear your subjects one by one. This is the only way by which you can complete your education The Other method is to disband your engineering from the mind and take up some other degree course afresh from some another college and another university.
