Admissions to the first semester of most of the programmes are made based on the seats allocated by the counselling process after the results of the NEET exam

NO — you are NOT eligible for lateral entry (direct 2nd year) in ICT Mumbai.
ICT Mumbai does NOT offer lateral entry admission into B.Tech programs (including Food Engineering).
Even if you have a Diploma in Food Technology (like from Parul University), you cannot directly join 2nd year B.Tech there.
Admission is only through:
JEE Main
or MHT CET
You must apply for first-year B.Tech, not lateral entry.
