The best method to find any information about the college that you are seeking admission into is to have a look at the website of that college. This webpage or website gives plentiful of information about this college and various aspects of the college including admission process, fees, hostels, availability of facilities, faculty, Academics, different courses etc. You have not mentioned in which Polytechnic you are seeking admission, as a result I am attaching a link for a sample Government Polytechnic in Mumbai, where you can see the type of information that is available. The Sardar Patel College of Engineering, Mumbai offers the following B.Tech programs as under.
1. B.Tech Mechanical Engineering

So, you can get direct second year admission in B.Tech Civil Engineering only, because B.Tech Space programme is not available here.

You have to give from 1st level. There is no exemption in CFA to skip level.
You can take the exam as long as you have a bachelor's (or equivalent) degree, or be in the final year of your Bachelor's degree at the time of registration, or have four years of qualified, professional work experience or a combination of work/college experience that totals four years.

SIES has a decent performance in placements, when it comes to Finance and excellent for marketing, and as far as teaching is concerned the finance faculty lacks experience and ability to convey the knowledge they possess. On the other hand faculty for marketing has vast experience of the marketing sector and are very impressive when it comes to teaching skills. Good luck.

You have a decent scores, and you can definitely fill the form for N L Dalmia, as Dalmia invite every applicant for GD/PI and you stand a fair chance to perform well in GD and PI and get you seat converted because your selection doesn't not only depends on your score but also depends also on your performance in GD PI as well. Selection will be based purely on merit, which will be evaluated out of 100 marks as below:
1. Entrance test score I. e. CAT or XAT or CMAT or MH-CET or MAT or ATMA Score (We will convert your percentile to our grading scale as per our admission criteria) 40 marks
2. Personal Interview 20 marks
3. Group Di

College change or university change after first year is completely dependent on college and university norms, some university/college allow it and some won't plus you need to have good scores in first year to apply for the same. For further details contact the college authorities.
