AIIMS Jodhpur is a government institute while Jyoti Rao Phoole University is a private institute. The fee for Jyoti Rao Phoole University is more expensive than the fee for courses offered at AIIMS Jodhpur. The hospital attached with AIIMS Jodhpur is government, hence the treatment is given at low rate as compared with hospital attached with Mahatma Jyoti Rao Phoole University. Which is better depends on what the person is actually looking in a college or a university.

For CAT, less than 80 percentile is not considered a good cutoff to apply to top MBA colleges. However, many B-schools in India accept 60 to 80 percentiles in the CAT for MBA admission. Talking about the BITS Pilani MBA cutoff for 2022, the CAT percentile was 60 for the General AII India candidates. So, considering the past year's cutoff, the chances of getting a seat in an MBA with a CAT percentile of 77 are high.
