Yes, for undergraduate admission, the TOEFL minimum score for application review is 80 for the Internet-based test only. For graduate business programs, the TOEFL IBT requirement is 80+. 

The University of Dallas also accepts these tests:
IELTS (International English Language Testing System) - Minimum score of 6.5
Duolingo English Test - Minimum score of 105
Completion of Level 112 at an ELS Language Center - Pass
PTE (Pearson's Test of English) - Minimum score of 67

Yes, an average Indian student can apply to the University of Dallas. International students must submit official ACT, SAT, and/or CLT score reports, and foreign transcripts must be accompanied by a professionally verified evaluation. The University of Dallas also offers merit-based scholarships for international students based on their GPA/academic record. International students are also eligible to apply for private loans as long as they have an American co-signer. The University of Dallas acceptance rate for international students is around 59%, indicating a moderately selective admission policy.
