Yes, students can change their programme at NC A&T Uni. To do that, send an email to the university to get the required change of course form. Make sure to meet the entry requirements for the new course.

Indian students need to pay an application fee worth USD 60 (INR 5.6 K) to study at NCAT. The fee applies to both UG and PG students, and it is non-refundable.

The North Carolina A&T State Uni is an R2 research university as per the Carnegie Classification of Institutions of Higher Education. As of 2021, the university faculty earned research contracts and grants worth USD 97.3 million.
While not R1 yet, it is aggresively pursuing the R1 status, with the aim to meet the required USD 50 million in research expenesea and 70+ doctoral degrees by 2028.

No, Indian applicants are not allowed to apply for multiple Brown University UG courses together. These students should submit one application via the Common App.
Technically, it is not even possible as the students are admitted to a College and not a program.
Although the students have the option to change their specialisation later when admitted.

Yes, the Early Decision is binding for all students including Indians. It means that if a student is admitted to Brown via the ED path, then they are committed to this university only.
The students then have to withdraw all applications from other colleges. Also, 100% financial aid is offered for all UG students if they are able to show financial need.
