UG: Candidates must have proof of Class X and XII State Board or CBSE examinations with primarily A1 and A2 grades or scores above 80. Uni of California expects a minimum cumulative GPA of 3.4 and 3 from ug and pg students respectively and students with grades lower than expected are advised to submit standardized test scores to support the application. In addition they must fulfill the basic eligibility by holding a bachelor's degree or proof of high school completion and submit the required documents, including academic transcripts, recommendations, resume, English requirements and more.

Yes, the University of St Thomas is free to apply for international students. There is no application fee required, although the students must pay an enrolment fee of USD 200 (INR 17,102) once they receive the offer letter from the university.
After the payment of the St Thomas enrolment fee, the students CA go on to applying for an F-1 visa after receiving an I-20 from the university.
