Till 370 rank they call for couseling
And usually if you have marks around 130 you can get a paid seat at DAV college
But there is alot of struggle for a general category student to get a seat in main campus because then you will need a rank upto 70 more than that its really a matter of luck

No, one cannot pursue M.Tech directly after BCA. They could go for MCA after graduating from BCA and then after pursuing MCA they can opt for M.Tech.

I will suggest you to search University on the Basis University, faculty, placements, international exposure, curriculum, alumni of that university.
