Well according to me, in IIT Roorkee you got more exposure than IIT ROPAR
You should go for IIT ROORKE, but it all depend upon your interest of engineering.

UPES Dehradun is a very good college and many good companies visit here for placements. I don't know about which college you are talking about in Delhi NCR but UPES Dehradun is very good in infrastructure, placement, industry exposure and college life.

The placement records of the college is available on its website. But, better give some government exams and get job in government research centers.
