The eligibility criteria to appear in the CS Executive June 2019 exam is as follows:
Candidates should have completed 17 years of age. Candidates who are graduates (except in fine arts) or Postgraduates can apply for CS Executive programme. First-year appearing graduates can also appear provisionally.

It is not possible for you to get admission for CSE in any of the NITs. You can only go for other government colleges or private institutes if you want to pursue CSE.
If you want to pursue other branches then you can get admission in any of the NITs.
