Its better to have a computer Science background to get in to cse.But its okay to be with non computer field.First you have to choose the college you want to study then move forward with the application process.It will be available at online.You have to improve your skills in programming languages.You can either study it before the course .

There are many institutes that offer Diploma in computer programming and software engineering. But not all institutes offer both diplomas. Some Institutes which offer both the diplomas are Kakatiya university, IIT Madras, University of Mumbai, NIDT Institute, Brain Point Institute.
