Yes, you definitely you can. There is a huge demand of Ethical Hackers and Cyber security personnel. This field will always be there due to the increasing amount of data and servers. The risk of getting hacked is always a big concern. Moreover due to the digitalisation of the technology the risk will always prevail. Hence the demand for a person like you won't decrease rather will increase always.

Yes, CS engineering graduates can apply for Engineering Services Examination (also known as Indian Engineering Services) Exam Conducted by UPSC (Union public service commission). For IES / ESE you need B.E / B.Tech in any stream of engineering from a recognised college. But, ESE is conducted only for the following streams:
Civil Engineering. Mechanical Engineering
Electrical Engineering
Electronics and Communication Engineering:
So, you have to write IES exam in any one stream mentioned above
For IES your age should be within 21 years to 30 years on 1 January of the year of exam. There is relaxation in upper age up to 3 years for OBC and 5
