Yes, you can surely get an NIT with this rank of 10000 if this is your all India rank.
If this is your category rank then you may or may not get.

See for CSE as you will not get any of the IIT or NIT. So, try for a state college. You can join G L Bajaj Institute of AKTU, Uttar Pradesh.

CSE at Vellore is not possible. In other branches such as Chennai, Bhopal and Amravati, you may get CSE. Since, this is a good rank, you can get the other courses.
But the admission depends on the no. of candidates and the seats. Those who have been called for counselling are not sure to get the admi
