Yes, a candidate who has completed MSc in IT course a become a data scientist. The minimum qualifications required to apply for the position of Data Scientist may vary depending on the company. Some companies, recruit graduates in relevant degrees while other might recruit candidates who have completed Masters or PhD degree.
Apart from academic qualifications, work experience also plays a major role in selection process of many companies for the profile of Data Scientist.

If you are from an arts background in 12th class, then also you can go for a data scientist course. So you could still be a good fit for many data Science programs coming from a diverse background, like arts, as long as you have an interest in some mathematics and statistics. You may need to take some prerequisite classes in things like coding or data analytics. Regarding your CWSN certificate, it is possible you apply for it even post the Class 9 registration date, but make sure your school submits it before the final.

Yes, graduates of Bioinformatics courses work as Data Scientists. Both of these disciplines require a similar set of talents, therefore Bioinformatics courses graduates with the above-mentioned skill set can work in Data Science roles in the industry if they can adapt their mindsets to the subject.
Candidates are left with the majority of the Data Science skill set plus a few more if they take the domain-specific requirements out of the Bioinformatics skill set. Most likely, those who transition from bioinformatics to Data Science will need to adjust to their employer's data organisation and distribution environment.

No. While a PhD can be helpful, it's not required to become a data scientist. A Master's degree or strong experience with data analysis and relevant skills can be sufficient.
