For Degree course, you have be 10+2. So, I do not see any chance for fresh admission. In designing (skill based courses) Lateral entry not possible.
But, there are Diploma courses and Short term courses which accepts students who have not completed class 12th.

There are many colleges where short term courses available for fashion and Textile besides the regular degree courses. What I am aware of is for minimum 3 to 6 months. NID and NIFT are best in the industry but they are expensive. For a little cheaper fees - Pearl Academy, Polytechnics are better
