You can take admission in private universities as they conduct their own entrance exam. The eligibility to pursue Master of design:
One needs to have a Bachelor of design or Bachelor of Architecture degree with a minimum of 50% marks. The process of admission to Master of design is through an entrance examination. This is known as Common Entrance Examination for design CEED it is conducted by IIT Mumbai every year. Top colleges are:
IIT - Kanpur, Hyderabad, Bombay, Guwahati
Indian Institute of Information Technology Design and Manufacturing
National Institute of Fashion Technology
Indian Institute of Art and Design Mumbai

Yes, there are many shot term course under fashion designing that you can do after your 10th. Namely, Computer aided design (CAD), and Advanced Diploma in fashion designing (ADFD). The duration of Diploma courses varies in different colleges depending on the course you've opted for I. e, Diploma in fashion designing or Diploma in jewelry designing/footwear/textile and many more.
