Well you'd have to be quite talented to do it early and there must be a specific aim attached to it. if yes then go ahead. If you're creative, you can always consider going for Graphic Design and Animation. A good mentor and wise selection of courses with a good school, followed by diligent learning, would get you a head start in your career. However, you must check your suitability for this field. If you wanna go in Website Designing and Programing field then you have so many options. .
1) Btech
2) BCA
3) BscIT
4) Bsc (CS)
As you see all these are Graduation courses the question is what to choose in +2 and the answer is Science(Maths). It is the requirement of all these courses that you must have maths in +2 even you can't appear in some entrance for admission further if you dont have maths in +2.
Now what to choose after 12th ?
I will advise you to choose Btech(IT or CS) even you must choose Btech(IT/CS).
I won't advise you to choose BscIT , BCA or Bsc(CS) if you have option of doing Btech but if you don't have any option

Every institute has it's own course specific fee structure.
In order to know the exact fee it would be always advisable to browse through the official website of the institute where you wish to apply.

If you have interest in interior design field then you may opt for it.
The basic eligibility to join this course is to pass 12th in any stream. There is no age limit.
Admission will be on the basis of the score in the institute's entrance exam and interview thereafter.
Interior Design requires professional experience and training and certification by the National Council for Interior Design Qualification.
You may contact the institute officials directly for specific criteria and admission details.
