You can apply for M.Des in Interior Design, Students coming from any 10+2 or graduation discipline can appear for any entrance or admission process or any design course.
There are many good universities that provide B. Des in fashion, Interior, and Product design, and more. To name a few:

4. NIFT
5. Arch College of Design & Business.

In Punjab, you would find both Private Universities and State government. University Affiliated colleges that provide this course. I would personally recommend you to choose a college/ University that would give you practical exposure as fashion designing is a practical oriented programme and requires you to have a proper understanding about the techniques being used in it. The NATA entrance exam which was scheduled to be held on 19 April 2020 has been cancelled due to Covid-19 issues. The new date of exam has not been announced so far. The date of registration was also extended till up to 15 April 2020. The candidates who has already been registered for NATA are not required to register again. The admit cards will be issued after the announcement of new date for NATA entrance exam. Therefore, there is no need to register for NATA again.

Yes you can get. The M.Tech admissions in COEP Pune are based on GATE and Non Gate criterias. The first preference is given to a candidate having the valid GATE score. The departments may specify additional requirements over and above these minimum requirements. All the Non-GATE candidates will have to undergo an entrance test conducted by department in which he/she is applying. Passing in this test will be mandatory for admission.
