Actually the much I know I think their is no Diploma specifically titled “Women Empowerment and Development” being offered by colleges in Guna district. It seems this course is relatively uncommon and often available in select institutes elsewhere in India

The 3 year Diploma at Mahamaya Polytechnic, Kushinagar costs INR 33,326 (tuition & exam fees etc.). If you opts for hostel, expect an additional INR 2,300/year, taking the total to around INR 39,226.

Hi, it is not mandatory for you to give an entrance exam for getting admission to Engineering diploma courses in any of the specialisations. There are a lot of popular engineering colleges in India that will admit you on the basis of your performance in the Class 10/12 board examination. The minimum eligibility for admission to Diploma courses is normally around 45 to 50% marks depending on the specialisation you're interested in.
