Yes. Ensure the distance university you are willing to pursue is recognised by UGC and other boards to run the institution. If an non-UGC accredited gives you seat and certification after the course it might not be valid to pursue higher studies and the value of the certification will not gain you any job opportunities. Do some research about the college you want to do your distance course in.

One of the top institutes for distance education is IGNOU, admission is either direct/sponsored by any organizsation.

Yes, it is possible provided you clear the minimum qualification required like 60% in Bachelors and cut-off for competitive exams like MAT, CAT etc.
