First of all, both the universities will ask for a migration certificate at the time of Ph.D. /LLB degree award and that time you can present only one. Secondly, Ph.D. is a research work which requires complete academic devotion and simultaneous pursuance of LL.B. May hamper that concentration. Lastly, being a Ph.D. aspirant, if you can not find out UGC rules from their website then consider that you are not capable of research or Law work.

No college or university whatsoever is recognised to offer LLM through distance of online mode in India as per the latest 2023 UGC guidelines.

Those preaching otherwise are making a fool of you. I myself am desirous of pursuing LLM through distance but cannot do so.

Yes, there are distance courses available for LLM in Criminal Law by The National Law University Delhi (NLU Delhi).

The admission process for the distance LL.M at KUK begins in the month of July. The last date to apply for the course is usually in the month of August. The fee structure for the course is as follows:
* General Category: INR 6,000
* SC/ST Category: INR 3,000
* PWD Category: INR 2,000
The following are the eligibility criteria for the course:

No, you cannot do LLM, if you do not do LLB. It is a postgraduate degree for which you require the corresponding undergraduate degree that is LLB either 5 year or 3 year.
