Annamalai University prescribes a fee of Rs 13,550/- for the first year and Rs12, 300/- for the second year for its regular MBA and other specializations courses. The fee may be paid in two installments for each year. The university also offers flat 50% fee concessions to all regular college (on-campus students) and All Annamalai University distance education students if they enroll concurrently in any additional diploma/ certificate / PG Diploma courses. The university also exempts physically disabled students to pay any tuition fee. The fees for any course may be paid through Demand Draft, Credit card/ Debit card, e-payment, etc.

You can certainly go for MBA and yes, distance PGDM programmes have lesser value than regular PGDM.

UGC does not certify a university it's grants fund (not to private universities ) and pretends they are maintaining quality education. you must be talking about scam run by Sikkim Manipal University who pay hefty bribe to IGNOU VC when IGNOU used to regulate distance education.
You can pursue, you may get a degree too. To be very frank in the job market Sikkim Manipal or such institute has no value.
For government job, the respective body will ask to prove you got the degree got by appearing for exam in Sikkim in its campus only and if it is offered in strictly as per UGC order this university cannot sell even a 100 degree in a year.
