So, you need to have maths for DU, there's Galgotia University which offers B.A. Eco without maths and is well recognised.

You need minimum of 60% in UG programme and 60% in UG/PG programme in any subject and entrance test.

Yes, you can opt MA Economics from IGNOU, if you have done B.Tech in IT. All you need to score is more then 50-55% in your UG course, then you can apply for any PG course.
