You should prefer USA, Germany or UK. You need IELTS or TOEFL & GRE.

It is difficult to suggest a university without knowing your academic background and percentage. Also some of the Universities require a good GRE score as well.
But to give you a idea about the Universities. You can look for the Universities that offer Electrical and Computer Engineering.

For the current status Germany is the best.Getting admission + visa everything is comparatively cheaper and also the cost of education and living is also high is US.if you are having money to afford then US can be your option cause of the available technology and facilities.
