Hi Sharath,
It is difficult to suggest a university without knowing your academic background and percentage. Also some of the Universities require a good GRE score as well.
But to give you a idea about the Universities. You can look for the Universities that offer Electrical and Computer Engineering. Most universities will have modules available within the above MS or MEng program either with Thesis or Non-Thesis.
Some of the Universities that have active research in the VLSI include University of Toronto, Calgary, Windsor, Guelph, Concordia.

For the current status Germany is the best.Getting admission + visa everything is comparatively cheaper and also the cost of education and living is also high is US.if you are having money to afford then US can be your option cause of the available technology and facilities.
