Hello, The OBC Certificate should not be old than 6 months, or you must prefer the latest made OBC Certificate from E- Mitra Kendra or by gazetted officer.
The above certificate would be helpful while doing the JEE Main, as well as JEE Advanced Counselling process too.

551 rank will definitely get you CSE in KIIT. But if you think you'll get a better college later on, then you can wait. Getting this rank is a big deal. If you want CSE then go for KIIT.

Use your current ECE knowledge to prepare for GATE in electronics. You can take image processing specialisation in ECE department.
