Yes, you can surely get an NIT with this rank of 10000 if this is your all India rank.

Yes, surely it is possible to crack JEE in one year. Actually one year is really long time for JEE Mains but not for JEE Advanced.
JEE main involves some basic concepts when compared to JEE Advanced.
To crack JEE Mains, solve many problems including previous year questions and attend more mock tests. If you are good in chemistry, then you can easily score a lot.
Read all concepts and solve as many problems in each chapter as you can.
For JEE Advanced, you need to read all the concepts well. The number of questions are less but it is very difficult to attempt at least one single question.

It depends on your interest. If you want to get a good job well settled drop this year and prepare for JEE Main 2018 and if you are week in subjects and interested in B.Tech then go for Hindustan University. As your rank is low, you must try in any other private college or you must try in REAP to get admission in a government college of Rajasthan whose counseling begins from 15th of June.

JEE Mains and Advanced are the exams written for pursuing engineering. So, other then engineering, you can't opt for any other course by qualifying JEE.

If you have completed your 10th and 12th in Thanjavur or Trichy, there is a possibility that you might get an admission in any course(getting the course of your choice is very difficult). If you are from any other part of the state then, unfortunately, it is very difficult.
