The number of new engineering jobs in India are less in comparison to number of engineers completing the course from Indian Universities. But, it is still a very good career option, if you do engineering from a top engineering colleges.

Aircraft maintenance engineering is a very niche skill and has limited market in airlines and aircraft manufacturing and maintenance industry and its ancillaries. Aircraft maintenance engineers have challenges in getting job in R&D organisation and educational institutions. But, if aircraft maintenance engineer is able to get a job, then it will be a high paying job.

There are various jobs in UP Jal Nigam (Junior Engineer, Stenographer, Clerk etc.). Each requiring a different academic qualifications for e.g. for junior engineer, you need to possess a 3 year Diploma. So, first of all let me know for which post you want to apply. Accordingly, I will suggest you the certification course from Institution of Civil Engineers.

Yes, America is a good option to pursue aeronautical engineering but you should not rule out the option of studying from India as well. India is a growing country in this field and people are getting very good pay as well. I can list down a few colleges I know of in India:
