Take admission in PG diploma and start preparing for GATE. As in chemical engineering very less rush in GATE so you have a great chance to get IITs in next year. All the best

I suppose this question can't be answered too simply. You can go abroad if you are getting a chance and you should. But then thinking financially India also has some best institutions standing with international standards. You can pursue your higher degree here only and go for educational visits. This can be an optimized solution. Hope this helps.!

There is no good or bad university abroad. Surely it is better than any university india

There is no college across India where there is a special quota for sikhs, because being a sikh is not defined as a category.
