Yes, you can pursue Ph.D after completing your post-graduation. To pursue your career further as a junior research fellow or an assistant professor, then you can apply for UGC NET exam. UGC NET is a national level test to prove the eligibility for junior research fellow or an assistant professorship.

Moreover, keep in mind that IELTS is widely accepted in all European countries, while TOEFL is favoured by USA and UK.

No, with this score you can't get a English proficiency waiver, as per the guidelines of the universities you should have at least 700 in CR part, so that you can show the university that you don't require TOEFL/IELTS. UIC is a good university, even I had applied to it and didn't receive an English proficiency waiver, so what I will recommend is give TOEFL to be on the safer side and if you want a smooth admission process.
