To pursue a Bachelors degree in Germany, applicants must complete 13 years of education, that is an additional year of formal education after 12th. You may meet this requirement by:
clearing the Feststellungsprfung exam (Studienkolleg)
or
Enrolling into a Bachelors degree and completing the first year
or
Clearing the IIT JEE Advanced

Yes, you are eligible to get into DU with this score. However, the general category cut off for JEE this year was 100, thus you have to score more marks in JEE next year if you desire to get into good engineering colleges.

It all depends on your university but average students get only 55% in graduation because knowledge matters in college life and percentage does not matter. If you work hard, you can score the best.

You must start reading English newspaper and in starting you won't understand it, but slowly you will start understanding it. There are also some books which help in Hindi to English learning.

As per JEE Mains eligibility in class 12th, you must had 3 subjects i.e. PCM. As you have said that you had arts, so you are not eligible for JEE Mains. If you are not satisfied by my opinion, you can visit mains site: jeemain.nic.in
