Yes, IELTS score is considered by Oxford as a valid medium of assessing an international applicant's English language proficiency, among some other scores such as TOEFL-iBT & Cambridge CAE.
The minimum language score requirements vary for different courses, the general requirements for UG admissions are listed below:

SASTRA has two modes of admission: IPE and JEE Mains. Your IPE score is quite good however your JEE scores may place you at lower branches. So you would definitely get a seat at SASTRA Thanjavur however your chances of getting a CSE seat is low.Maybe you'll get admission in IT or any other related field.

The UTET exam was conducted on September 27 in two shifts for Paper 1 and 2. The shift timings, exam centre etc. are given in the hall ticket. It is important to carry the hall ticket to the exam centre otherwise candidate will not allow to sit in the exam.

No it is not all mandatory to take a joint M.Sc PhD after qualifying for IIT JAM. Although many students choose this, you can just apply for M.Sc now and if you feel apply for PhD later.
For GATE also the similar thing is followed.
