Yes, you can apply for SSC CHSL Exam provided they produce the certificate of eligibility from the government of India.

If you are a citizen of Nepal then you aren't allowed to apply for regular government jobs in India.

You can give UPSC as a citizen of Nepal 

There are no barriers but you have your documents every where for verification. You will get strictly verified for the nationality identification so have your documents original and keep them updated as there are some documents which gets expired after some period.

No, you cannot join without exam as the college requires you to appear for an entrance exam for admission to most of its courses, such as B.Tech, B.Arch, M.Tech, M.Sc, etc. The entrance exams vary depending on the course and the level of study. For example, for B.Tech courses, you have to appear for GUJCET, which is a state-level entrance exam conducted by Gujarat Secondary and Higher Secondary Education Board (GSEB). For B.Arch courses, you have to appear for NATA, which is a national-level entrance exam conducted by the Council of Architecture (COA). For M.Tech courses, you have to appear for GATE, which is a national-level entrance

Yes, you can take admission in an IIT without giving JEE exam, but not for B.Tech courses.

There are very low chances of getting government seat in agriculture or veterinary with 12k rank but if you have farmer quota you might have chances of getting government seat.
