Yes sure, if you have completed a Diploma course, then it is perfect. You can immediately apply for fashion designing institute, because you are eligible for the lateral entry slot for B.Tech in Fashion Technology. The eligibility criteria for lateral entry is 10th + 3 year Diploma for B.Tech, and if you want a Diploma then your class 10th pass certificate is enough. But, you will not be eligible for lateral entry in this case. I may remind you however, that for certain Diploma courses like ADFT (Advanced Diploma in Fashion Technology) you must have passed your class 12th class also.

First of all, congratulations on your rank. You can get into any campus except for Mumbai, Delhi and Bangalore. The thing an about TD is that every campus has its own strong areas like Gandhinagar is the best option if you want to work with handicraft, Mumbai and Kannur are good with the technical knowledge. Otherwise, textile design in all campuses is good.

There is an important observation. Event Management jobs can be achieved based on Skills and Experience even if you are without a degree in that. However, it will be tough to get jobs in Fashion Designing without Formal Training. Besides, you shall be doing event management in fashion designing as well. That way my view is in support of fashion designing. There are more jobs and scope in this field. Be a very skilled and creative one.
