You have not specified whether you have completed your 12th or graduation. If you have completed 10+2 you can do fashion designing.

NIFT is the best. You should complete your 10th+12th to be eligible.

Graduate Diploma has less value than degree. Bachelor’s degree is better to go, if you have plan for further studies.
