Yes, of course it will be valuable if you pursue Diploma in engineering in fashion designing. For that, you will have to pass your Xth class. You can take admission easily.

In personal interview they ask questions that test your knowledge related to the course. They ask you why you've chosen that course, what makes you stand out etc.

Firstly, being from any society shouldn't affect your career.
And yes, you can take up either Bachelor's in fashion designing or also do Diploma or any certificate course in the same.
Several colleges in India offer it.
