Hello Sandeep,
It's very nice to see your enthusiasm and dream of doing Ph.D. You have already won half the battle. For Ph.D, many universities have introduced an exam to accept only suitable candidates. Hence, you need to appear and pass this exam. In addition, it's always best to do research in the same University from where you did your PG. You should begin by searching the guides available and approaching them to accept you as student. You also should have some probable topics for research. That's it. Best wishes.

Hello dear,
The cut-off for the mechanical branch in M.Tech for general category is 34.7.
For OBC, it is 31.2.
For SC/ST/PH, it is 23.1.

As per me, you should go for GATE because there is a lot of scope if you crack this examination. Only some students attempt this examination as the difficulty level is high when compared with the level of GRE.

Use your current ECE knowledge to prepare for GATE in electronics. You can take image processing specialisation in ECE department. In IIT-Kharagpur, we have an M.Tech. course called visual information processing and embedded systems. You will have subjects such as digital Image processing, pattern recognition, computer communication and networking. You can also take electives such as "Data Structures", "Design and Analysis of Algorithms", Operating Systems, Machine Intelligence, etc. In fact, most of the students opt for these subjects because they want to go for a software job.
