Hi,
With 32 backlogs, admissions are next to impossible in these countries. Also your CGPA is not too good or competitive. Please consider other countries. UK colleges could be an option, you can also check institutes in Ireland, Poland, Netherlands, Czech Republic, Italy etc.

Frankly, it is going to be difficult, you must check with the universities, and get your credential evaluated. They will evaluate as per their policies. If they find your qualification at par with their standards, you can apply. For this purpose, you can check with DAAD or also visit Anabin website.

With diploma, you cannot apply to Germany, since universities in Germany do not accept diplomas. More so you will have to complete 13 years formal education. Read this guide:

Hi, admission requirements for international students are generally the same. To get into a top university, firstly you must have very good academic record. An upper first class is preferred. To apply to a MS Management programme, take the GMAT or the GRE. Additionally, you must take the IELTS to meet the English language requirements. Apart from these, you have to apply via the individual university websites or common application portals of the countries. A very good SOP, excellent LORs, relevant projects etc. will be required.
