Indeed it is a good percentage but it depends upon which course are you willing to take up in Berampur as if it's engineering you'll have to give JEE Mains and score a rank to get admission for the same.

No, you cannot get admission without counseling in any government college. You need to fill up the counseling form for admission. If you are taking admitted in private colleges then there is no requirement of counseling. You can get fees consecration with your marks in the Exam only in a private
