Hi,
The course fee would depend on the duration of the course and the institute from where you are doing the course.A short 3- month course would cost you around Rs 25000-45000/
Diploma courses are usually for a year which costs ranging from Rs 70000 to 1.5 lakhs depending on the subjects you include.

The eligibility depends on the type of course that you wish to pursue, the details of some courses is stated below:
Diploma (1 Year): Class 10th pass from a recognised board with minimum 40% marks.
Bachelors Degree (3 years): Class 10+2 examination with at least 50% marks.
Post-graduation degree (2 years): Bachelors degree from a recognised university with at least 45% marks.
Graduate & PG programs may also require you to appear in entrance exams.

Yes, if you have an inclination towards designing. Your academics seldom matters in the graphic design field. Though there are few things you must keep in mind, if you are opting for graphic designing which are as follows:
1. Your creativity.
2. Basic knowledge of aesthetics.
3. Better color sense or understanding of colors.
4. Good imagination and ability to transfer words in to piece of art.
5. Learning all the required software for a reputed academy with excellent mentors and placement assistance.

It will depend on what your skill is. If you are creative and have inclination for drawing or designing, in that case graphic design would be a good option. On the other hand, if you are more interested in designing and also have an inclination for programming/ coding then you can opt for web designing. Both these fields will give you excellent career opportunities. If you can tell me what's you qualification and your interest area I can help you with more definitive answers.
