Hi Jay,
This is a difficult question to answer. There are thousands of universities abroad and also you must be more specific about the country choice as to the university which will give you the admission will entirely depend on your overall application profile and the university's selection process. If you are planning for US, getting into a top university with 301 score in GRE will be tough. It is important that you first decide the country, start visiting university's websites across popular countries and check the requirements and shortlist accordingly.

Hi Margisha,
A number of MS Regulatory Affairs programs are delivered online or hybrid and also on-campus, which do not require a GRE. You may check such programs for example Massachusetts College of Pharmacy and Health Sciences, John Hopkins University, Purdue University and Northeastern University.
Kindly, visit the university websites for specific details.

The eligibility criteria differs from campus to campus. A GRE score of 310 and above is generally required for consideration into the highly ranked universities. Can you be more specific with the country of your choice?

It depends on your interest, GATE will get you in M.Tech and will help in enhancing technical skills, management and business skills. It will be a slightly newer course in MBA through CAT. I have done Masters in science with newer way of learning MS through GRE. You can try for the exam keeping in mind your future career prospective and your field of interest.
