Some of the famous universities you can consider are:
London School of Economics
California Institute of the Arts
The University of Texas at Austin
Carnegie Mellon University
The Rhode Island School of Design
If you are applying to USA you may be required to take the GRE depending on the university's admission requirements. GMAT is mainly for MBA. IELTS or TOEFL for English language requirement is required. I would advice you to visit these university websites and check the specific admission requirements.

Do you want scholarships to take the GRE test or are you asking about if you can get a scholarship by taking GRE? You can definitely not get a scholarship to take a test. You must arrange the funds required for testing yourself. In the later case, a very good GRE score plus strong academics will maximize your chances to get a scholarship. Goethe institute is the famous center for German language training. For TOEFL, you may check Jamboree but please surf the internet.

Exam preparation and strategy are specific to an individual. What might work for me might not actually work for you. However, as a general rule start by taking a mock test before you start the preparation. You will know the areas you need to revise, weakness and strengths. Take practice tests regularly to know your standing. Your actual scores will not vary much from the scores you obtain in the practice tests so you have to prepare accordingly.
