Admission is totally based on the examination called CET. If you have appeared in the entrance exam, then according to your marks the seats will be allotted.

For commerce courses, you can prefer any of the colleges under both the universities, whether Delhi University or IP University. But if you want to specifically go for commerce courses, you can go for Delhi University, as Delhi University basically provides commerce courses and IP university provides professional courses.
