There are some colleges which helps to direct admission through management quota they will charge some amount and you can admission easily for that you have to contact to various colleges and if you are going to any college please carry your rank result sheet that will help you.

If I am being frank, it'll be quite difficult for you to get a good college with this rank, especially for someone from outside Delhi. Still, in case, you want to put down college preferences for IPU, just comment and I'll send you the list of college with courses.

If you have Delhi State quota then yes you can but if you don't have Delhi quota then nobody can predict.

May be it is possible or may be not. Because It is totally depends upon colleges. But they definitely provide you some relaxation. i would suggest you to talk directly with them.
