If you are a Delhi resident then you will surely get a college under IPU. If you are from other state, you still have chances to get a seat here. But you'll have to keep other options as well.

Eligibility criteria is based the ranks of IPU-CET. Being a Delhi based college, it will have more seats reserved for Delhi students as compared to other state students.

Yes, your rank seems sufficient enough to get you into a college under IPU. So, go for the counselling and also keep side options as well in case there is large crowd and you don't get a seat.
